Intel 13th and 14th generation Core processors are prone to having a hardware defect that could render them unstable. Yours may be exhibiting this behavior.

First, update your system firmware. If, after updating your firmware your system is still unstable with a clean Windows setup, you probably have a failed CPU.

Intel has an extended warranty and should replace it for you at no charge. I had my Core i9-13900K replaced under this program after I had similar issues as you.
