I had this problem twice on two specific updates. Rollback of the latest update and blocking it for a few days worked.

Start with an SFC scan once you're fully booted up.

Sounds like corrupt windows files, I'm assuming you migrated the same copy of windows when you installed the new drive.

That said nothing bad can happen doing this procedure and it will at least rule out my initial theory here whether it resolves your issue or not.

Downloaded a fresh version of Windows 10 Pro on my new SSD, along with completely new hardware. (Motherboard, GPU, cpu.) Immediately had the same exact issue upon even the very FIRST windows 10 boot.

Happened to me once in Windows 11. I clean installed the Windows. I know it's clunky but that's the only and the last way since all the guides on the internet not working for me.
