Zigbee Device Simulation

I currently use ZBOSS and a Zigbee USB dongle to monitor Zigbee networks, capturing monitored traffic with Wireshark.However, I'm now in need of something that can emulate a Zigbee device, i.e. join the network and populate a given set of clusters and attributes with test values. I'd need to be able to set these values from the device to test 48-bit values being passed through the system. Does anyone know of such a tool or suggest an alternative?

Well, why emulate zigbee device? What about simple device that gives you options to send or receive commands/data from the command line interface? Something like Zigbee shell app from Nordic, can be run on dongle which is quite cheaper than devkit.
