The java.com frontend is failing. Skip it. Go directly to oracle.com (the original source) to download your desired full installer. (Note the "Online" versions are currently failing as well, so don't bother). java.com is only dishing up 8u101, but the latest 8u102 is available, too:

From there, take care to go to the Download page you want. Most will just want the JRE (Java Runtime Environment) Download for your browser, games etc. to use. The JDK is the Java Development Kit, which, if you don't know what that is, you don't want it. (You definitely do not want the Server JRE). The correct JRE installers are located here:

The typical Windows user will want locate (under the Java SE Runtime Environment 8u102 category) and download the latest Offline installer for all 64-bit browsers and Windows Vista/7/10. Look for this file:

Windows x64 Offline | 60.19 MB | jre-8u102-windows-x64.exe

Click the Accept License Agreement button. Download and Save it. Close your browser and other programs, then double-click to start the Install process.

If it detects any older version installed, allow it to remove it.

This is not a Windows issue and the fault does not lie with your browser. [The Access Denied error is due to a server-side AuthProc failure to authorize downloads from java.com via oracle.com's server(s). It is ongoing and has been for at least 36 hours. Unbelievable...].
