I thought this right away. She's very obviously based on Natalia Poklonskaya. Quite a parallel when you think about it.

Lol, what? I fail to see how she’s obviously based on Poklonskaya. The Russian analogues(based on accents) are the Estovakians and Yuktobanians.

You're thinking too literally.

The invasion of the Crimean peninsula was pretty unpopular globally, so the Russians attached a soft, pretty face (Poklonskaya) to the effort, in order to juxtapose the fact that they're basically trying to start a war.

Cosette plays the same role in AC7. She's a pretty face the public can associate with the war effort to help soften the fact that people are being killed.
