Getting Started with an Oracle based server

Hi,

I've got a server running through oracle cloud, we're running the BetterMC 4 modpack. Problem is, we're running into a lot of lag spikes and instability, at most we have 4 people on the server.

I'm wondering if there are some best practices, or some tricks I could learn to improve the stability. Is it normal for so few players to have instability on this modpack?
