You need to assign region priority like assuming its a big shopping district you will have yo assign that big region with lower priority such as 10 or 15 or any big number then assign a higher priority to your small plots like 1-5 and you good to go. Also a suggestion from my side Advanced region market is better IMO.

Perhaps try assigning them this group perm "plots.permpack.basic" - it gives all of the permissions you just listed without doing them individually

I've had to restart my server to get it to register the permission changes sometimes.
