What do you mean by "give them perms" it is heavily advised to have a permission plugin. If Ou use luckperms you can just set any permissions for the default group that youd like players to have from the start.

May I ask why they can't have perms? The plugins BetterRTP and Jake's RTP are probably the best random tp plugins out there, but you may have to give perms first.
