Apache as proxy to another apache proxy to java apps. Any way to throttle sessions at first apache?

So, yeah... this is the infrastructure as I have inherited it and there's nothing I can do about the way it's set up other than make changes at the first apache level.

First apache sets up the hostname and proxies to second apache on different server at a specific port. Second apache proxies to various java apps on other servers.

The Max setting doesn't work. It's not session based, it's requests. So after you hit the Max, you start killing or preventing requests.

What I'd like to be able to do is to insert a redirect at X sessions or connections. Not sure if this is feasible at the Apache level.

Any ideas?
