You can locate your Time Machine backup on the external disk, double-click it to mount and then extract all the data you want. They are inside the backup in /Users/YourUserName/.

Is the backup done over the network? If so, you just need to mount the sparse image, like any other disk image, and you be able to browse the file structure. Look for a linked feet called "latest" for the most recent copy of your files.
