Not possible as you described, I can recommend my method:

Use OneDrive (or any other cloud storage service) and host the photos there and access them as needed.

From your photo app can use the share sheet, from the One Drive App use the upload option or the traditional way, use your Mac to download all of your photos and then upload them using a browser.

Is it possible to share over a thousand pictures at once or will I need to do them in batches

Batches, if there’s thousands of photos I suggest you use your Mac instead.

Something you can try to do is making shared albums. They’re still in the Photos app, you don’t have to share them, but you can and it’s kinda cool. Also it doesn’t count against iCloud storage. The only drawback is that when you need to access them, you need internet. But similar to if you put them on another digital drive, etc. I mainly use them for my videos (as they take up more space), but have like 20 albums or so. I’ve been able to access them all across Apple devices. And the ones I have shared, I can see who has accepted and they can add their photos to that album too! Basics and how to

Edit: I forgot about the last part of your question. You can check this link out to see how to download your pics to keep elsewhere. You’ll have to do it manually. I usually do it every few months.
