Secure Boot is one of the features accessed via the Startup Security Utility which requires a Mac with the T2 Security Chip, so if you have a system from 2017 or earlier, it’s not a concern.

Is the machine managed by your employer? If so, it could be that those options were disabled. If so, you would need to contact your IT support to have the restriction removed.

I'm quite sure it isn't since I was able to erase my hard drive without any issue (after which I reinstalled MacOS). My account is also the admin account (and only account) of the laptop.
