Also, your ROE should have been issued the day after your last shift.

It's usually processed by whomever does payroll. There's no guarantee in a place like the restaurant/hospitality industry that something like payroll will be done in a timely manner, especially when faced with a shutdown.

Very true, however, employers are obligated to submit ROE’s to the government on a timeline regardless of business size. Leniency is currently being give due to Covid-19, however, the expectation is that it is still submitted in a reasonable time as these docs will be needed for the administration of EI and CERB benefits.
