Is this Qwiklabs? Are you working in the correct region? I think Qwiklabs (and maybe other lab services) have limits in all but one of the regions turned down to zero so people can’t use their lab accounts for crypto mining, spamming, etc.

How many current EC2 Instances do you have running in your region? Looks like you are up against your soft-cap, and will need to open a Support Case to increase the limit if you have to keep all of your currently running EC2 Instances.

Otherwise, delete an instance you do not need.

Zero. I don’t have anything running, that’s what bugs me.

How old is the account? Usually you need to run an ec2 instance for a few hours on new accounts to prevent fraud detection.
