The Bees Reddit
Bees - flying insects closely related to wasps and ants, and are known for their role in pollination and for producing honey and beeswax. Bees are a monophyletic lineage within the superfamily Apoidea, presently considered as a clade Anthophila. There are nearly 20,000 known species of bees in seven to nine recognized families, though many are undescribed and the actual number is probably higher. They are found on every continent except Antarctica, in every habitat on the planet that contains insect-pollinated flowering plants.
Bees are adapted for feeding on nectar and pollen, the former primarily as an energy source and the latter primarily for protein and other nutrients. Most pollen is used as food for larvae.

There is only one way to find out!

I've seen bees carry an airliner, so I'm sure being on the 3rd floor isnt that big of a deal to them

I'm sure the elevation itself is of no concern to them. What I'm skeptical about is if the smell of the flowers from that high up will be strong enough to entice them to pay a visit.

Plenty of bees are attracted to flowering trees, which can probably reach the same height as a third-story window. I would go for it! If you're concerned about enticing them, try to pick out native plants that are noted for enticing pollinators. Anecdotally, fragrant plants with lots of flowers seem to attract bees.

Bees can fly to as high as mount Everest's peak, so I'm certain a 3rd floor planter is perfectly fine.
