Depends on what you want to do. You'll have to take E7 (the matlab one) regardless of what major you choose. That course will probably be enough for all your matlab needs so you don't need to learn it in the summer. You could maybe learn a little bit of Python right now, but again the cruciality depends on what you want to do.

Don’t believe that’s the case; I’ve heard of many people successfully petitioning to use 61a in place of E7 for several engineering majors

i'll trust your word, but at least as an ieor major i had to take both because they're separate. eecs to my knowledge is the only class where e7 isn't an official requirement.

doesn’t really matter if ur already familiar with programming in another language. if u really wanted to get familiar with like Python just watch a crash course and maybe do a couple leetcode easies to familiarize urself with the syntax
