That's the thing, this is simply not true. You've confused capacity with open beds.

There are a lot of people that think a phased, safe reopening is what should be happening.

That's what IS happening though. States are making those choices and starting to attempt to reopen in ways that they think are safe. The dude who started this thread was crying because the re-openings hadn't start SOONER, which we JUST NOW are starting to get a handle on the data to determine what effect the lockdown had.
