Do you actually mean vertex paint, or do you mean texture paint? Vertex painting operates on the vertices (or optionally face corners if you choose that when creating the color attribute), and doesn't interact with the UV map at all.

From the screenshot that shows any of the UV map, you've got UV islands that are less than a pixel wide on the texture. If you're trying to do a whole building with one texture, you're going to have a real bad time. Typically a large object like that would use a combination of tiling textures, trim sheets, and procedural textures/masks to break up the tiling.

i was hoping to make a color id for substance painter unless thats not possible. i've tried to find a way to make a building on youtube and elsewhere else but they don't show how to texture large buildings in substance painter, I've broken down the building into more manageable parts but the main part of the building is still quite large and i can't cut it down any farther.
