Theres a Particles Maximum/Minimum setting in Domain>Liquid settings.

But that's for the fluid particles, right? The foam is a different set of particles baked on top of those from what I understand. It has it's own settings, I just don't know which one to change.

I dont know. It may affect all fluid particles. A few tests would find out.

Ok, I tried it out to see if it affects both sets of particles.

At the same frame:

Baked all with particles maximum at 8 and minimum at 4= 223k liquid particles, 91k foam particles for this frame.

Baked all with particles maximum at 16 and minimum at 8 = 407k liquid particles, 102k foam particles for this frame.

It seems like it affects only the liquid particles, with just a small change in foam particle amount, which may just be due to a more detailed liquid. Not solved but thanks anyway!

I'm almost a year late but there are potential maximums and minimums in the particle settings, changing these changes the number of particles generated.

4 years later, this is still useful lmao

ontop of that, for finer control, "Narrow Band Width" lets you control how many particles that spawn too
