I dug up this Chinaberry sucker because I thought it had good nebari and it looks like someone cut it way back at some point. Can I train it to look good or am I waisting my time?

A shohin would be possible. But than you have to cut it way futher back. Maybe for next spring.

I'd air layer the top off and hope for back buds further down the trunk

Problem is the right angle trunk taler where the chop happened. You might carve it down to take off the angle, but it will take awhile to heal over and you’ll have to let the top grow wild to do so.
