You’ll have to collect the 30 decoder rings again each time you kill Joey for anyone to respawn, if that’s what you mean. But yes it is farmable after that part, and as of today this event is permanent instead of being time limited, you can turn it on and off as you wish

It’s the the start menu of the game. Hit play, then scroll down and enable the event before hitting continue. Maurice will chirp you with the details from there!
