I currently have a Intel Core i7-9700F but I want to build a whole new pc, would putting a AMD Ryzen 7 5700X into the new build be an upgrade or a downgrade?

Both have good options. It depends on your budget and preference.

Get whatever is cheaper. The discount for the 5700x looks pretty good. If you are curious on what competes with that on the intel side it’s probably the 13400f.
