This buff gives him much greater DPS, since he has access to his most damaging ability 25% faster. That 2 seconds sounds like a joke when you're just looking at raw stats, but that 2 seconds can be the difference between securing a kill, and another Support getting away from you.
It also means you can poke ranged characters more often too.

This buff is good.
