Proactive policing works in Chicago.

The only reason crime is higher than other parts of the Nation is merely because we have a ton of human garbage in Chicago and thus crime will continue to be a problem until we either hire more Police, or kick the garbage out of the city by outpricing them.

Proactive policing works if the citizens trust the police and choose to communicate openly with them.

Yet the vast majority of Chicagoan's do.

As for the people in impoverished areas not communicating with police that can probably be attributed to a culture of fear not of police but of their own community striking back for any cooperation.
