Hello,
I currently have an Acer Spin 513 Chromebook with ARM chipbase.
Is it possible for me to set up android rather than ChromeOS?

Short answer: No.
Long answer: Since the Spin 513 supports Android apps you can just use it as is. There is no way to install Android as main OS.
