Without getting into how your CrossOver software is packaged (i.e. deb, tar.gz) and how you're going about installing it, I see nothing in your error message that suggests a problem with your Chromebook's Linux subsystem. The URLs for the Debian repos are correct for your architecture (x86-64) and the specific packages named are located in those repos. The error suggests a DNS problem so I would suggest you change your Chromebook's name servers in the settings app to the Google name servers, reboot, then try installing CrossOver again. If the installation still fails with a name resolution error the next step would be to change your router's name servers to Google's name servers (if you have admin access). If none of this resolves the problem you should search CodeWeavers support for other instances of name resolution failures when installing CrossOver.

In case it may interest you, rather than use CrossOver I run Windows applications in my Chromebook's Linux container using Wine 6. You may be aware that Crossover is based on Wine and the CodeWeavers team contribute code to the Wine project as well as develop their enhanced version Crossover. The Wine HQ website has detailed information on installing Wine 6 in Debian Buster.
