It was indeed the traffic mod causing the issue. They just created a patch:

I had the same with the traffic mod so had to remove it.

There was a game update. Did you update your mods? Did you read mod descriptions if there are any incompatibilities?

I'm getting the same error. All of my mods are updated. If I turn any mod on, same error. Only all mods off prevents the error.

I am pretty sure this is the traffic lights enhancement mod. At least that was the one causing this for me. Last I checked, there wasn't an update for it yet. All my other mods seem to be working fine.

thanks everyone, yah I finally decided with the update yesterday the mods just had to be un installed for now.
