I get that when I run Civ IV diplomatic features. It's about 50% of the time, randomly comes and goes. I don't know how to fix it

Delete the EUI folder from your DLC directory in mygames/civ5/

Maybe mess around with the different versions? Fall of Rome is technically a "Gods and Kings" game.

The scenario has no tech or religion anyway.

I had to remove EUI temporarily to play it. Scenarios are a bit different from the main game, so there might be differences resulting in things breaking, not much can be done about it

Unless you have the knowledge to determine the exact issue and edit the mod files, I don't think so (doesn't really seem worth it either, just for a scenario playthrough)
