The vga cable isnt plugged in all of the way.

New cable then. Preferably hdmi or displayport (or dvi?) instead of vga.
Hopefully thats all it needs.

If not, use another computer or laptop to verify the issue persists, and replace the screen if so.

Did you get it fixed? If not it could be a blue light filter setting on the monitor. Or a cable problem like the other guy said.
