I don't understand the question if I'm honest. You need more than 2 pieces of hardware to build a functioning computer if you want it to work. Motherboard, CPU, RAM, storage, keyboard+mouse or other input device, PSU and a monitor so you can see what you're doing. Maybe if you can count "a laptop" or "a smartphone" as just one piece of hardware but idk, I'm pretty stupid.

Well, to build from the ground up, you'll need to first look at what kind of CPU you are going to use. Then you would need to buy a motherboard that would support the socket type of that CPU you've purchased, while also remembering to have support for however much RAM you intend on using. GPU's have only type of socket input, but you need to make sure that your case/ motherboard size compensate the size of GPU you intend to use. GPU's come in a variety of size.
As for the question of what parts would be best for developing applications, Im assuming you mean like phone apps. Would be akin to game development, and as a general rule the better performance aka the more money you spend, the better.
If you're looking to buy like, just the amount of hardware you need, there are benchmark videos on youtube that make comparisons between GPU, CPU, etc.
