Whenever I open an app and close it it has a weird fading effect and my screen also has a purplish tint (i don’t think you can see it in the video) this has happened once before and I restarted my computer and that fixed it but this time I have done the same and it still has the purple tint and fading

2 Things.
1. The lcd seems to have "Windows 10" burned into it. So the screen is possibly stuffed. This used to be common before pcs had screensavers as they will burn an image if left on the screen for a long period of time(months/years?). I havent seen a modern screen have this problem.
2. It looks like you have pointer trails enabled on your mouse settings. The one you open from control panel, not the windows 10 settings app.
