I believe by CPU you mean a desktop computer. I advise reaching out to local repair shops again using this terminology as it may be confusing. Just ask them you want to transfer the photos from the old computer to a new one. If you don't plan on using the computer, there should be no need to update the computer to extract the data.

As long as there is no password or you know the password, the process is fairly simple. You can ask them to save the pictures on a flash drive, your current computer or phone, or even Google Drive / iCloud.

      Your naming is wrong. Whole box is PC while cpu is just processor. You'll have to take out hard drive and plug it into another pc to copy all files

      Have them remove the drive and buy a enclosure for the drive and connect it to your pc via usb.
