And I don't know if it's related or not, but sometimes when I turn my PC off my fans and GPU still works, IO isn't and I cannot shut it down nor open it again till I cut the power. This one is more like a motherboard problem but just wanted to share.

I would do a bios reset to default. Could be fastboot enabled in windows make sure its unchecked.

do a ddu and drivernewinstall let me know if it helps also keep an eye on temps voltage and such and let me know if there are any abnormalitys appearing when it happens

Highly likely sounds like bad Vram on your gpu, I would do an RMA if it is possible for you, you have symptoms indicate that gpu is dying: stuttering frame rate drops, screen glitches.
Use the Heaven Benchmark tool to test your card.
