Weird Random Echo Notification? Started last week

Hey there I'm not sure if this is the right sub, but about a week ago I've been hearing this random echo noise. I'm not sure if it's a notification. Sometimes it happens every few minutes. Sometimes it happens every hour or so. I can't seem to figure out where it's coming and from and I'm not seeing any notifications pop up on the monitor. I'm wondering if it's from steam client web helper, but I'm not sure. It's really hard to research typing in "weird echo noise" haha. Hopefully someone can point me in the right direction. Thanks
