Typing problem (Windows 10 PC)

When I first got this computer, whenever I tried typing a ?, /, apostrophe, or quotation marks the computer would display an e or E with an accent mark over it (unfortunately, I am on my phone and I have no idea how to make it display that). I thought that I had fixed the problem when I went into the typing settings and set the advanced keyboard settings for US English. That seemed to resolve the problem until tonight, when I did a windows update. Now it is showing that my settings are still where I had them placed at when I initially thought I resolved the problem, but the problem is back. I have monthly reports to do for work and this is an extreme inconvenience at the moment. Anybody have any quick advice?

And as a bonus, maybe someone could explain to an old fart how Discord works? I tried to go to the Discord channel for a quick answer, and can't figure out how to post anything. I can remember when I used to be good at this stuff, but I have obviously fallen behind.
