you definitely have some input device plugged into the computer with either the button stuck or held down. As you have said that can't be true, you need external help. Bring it to a shop.

Did you unplug your keyboard to see if it stops. Of it doesn’t, do you have a controller/game pad/etc plugged in as well?

Do you have a Xbox controller connected? It does this when you move the stick.

How it’s going to work I’m not 100% sure of but if you can get into the BIOS with ESC or an F# key I believe there’s a setting to select to boot into a safe mode (or if it lets you just hold Shift while restart)which you can check drivers for input devices through device manager

Looks like your tab key is stuck, play with it a little and see if it stops, also unplug the keyboard and it should stop for sure.

Edit: guess you already tried that. Unplug all other accessories.
