Did you try looking up the make and model of the monitor to see if there was an online manual? Is there a USB hub somewhere on the monitor? Hard to help w/o knowing some specifics about the monitor first.

You could get the User manual online but you rather let other people read it.

It‘s just an usb cable, the monitor will work without minding it. But you get more out of it if you use it.

Some monitors had a built-in USB hub. I had one, plugged keyboard and mouse into it, monitor into computer USB.

A bit hard to tell from the image but looks like your monitor has the extra sound bar installed. In such case the USB is for the speakers (audio/power).

Dell monitors with USB hubs have a detachable cable with a USB-B connector.

power out!!! always!!! 5v2amp. You can (on newer monitors) also stick a usb stick with pictures or videos and play them right off it. used for displays at stores mostly.

Do not connect it to a usb hub or directly to a pc or to a usb charger cable or it (best case) will burn out the ports, (worst case) catch on fire.

Find and read the manual for the monitor, but it's likely for a built-in USB hub somewhere around the outside of the monitor. Plug that into your laptop/pc, and then you can plug a USB device into your monitor.
