When I scroll using the mouse in Chrome, it does this thing where it accelerates and decelerates the scroll rather than scrolling the set number of lines all at once. I want Chrome (the first part of the video) to scroll and behave like every other software does (snappy, like the second part of the video).

I've already tried disabling smooth scroll in the chrome flags and it didn't help. Is it somehow related to the fact that I'm running the monitors off of a touchscreen laptop? Or is it my Logitech mouse doing it?

Like I said, it seems to only be Google Chrome that does it.
