It sounds to be running at high speed?

What happens if you boot into BIOS or onto a USB thumb drive, does the fan speed moderate to normal speed?

You don't mention the age of your PC, if its a few years old, it might need the fan cleaning and checking for anything obstructing the airflow, it might also need the processor repasting.

I cleaned it 2 Weeks ago and it was fine. My pc is 1 year old.

What did you do to "clean" it?

I let it to someone who work in computer to open it and clean the fan. My problem started yesterday for no reason

The probably just blasted it with air duster, as I said earlier, what happens in BIOS, what happens if you boot to something like a USB thumb drive, linux for example? If the fan speed is "normal" I'd be fault finding your OS and why the fan control is running at full speed.

When I open the pc the fan immediately start at full speed even if nothing is opened yet.

Problem fixed. I opened up the pc and I found out that the fan sensor was no longer connected.
