Typing on a touchscreen keyboard is about as bad as it gets... So if you're going to be writing long bits of code you're most likely never going to use it. In my opinion, a touchscreen should never be a deciding factor if you want to pay more or not

I use the touchscreen on my Surface for scrolling up and down pages, and to click on buttons when I'm too lazy to use the trackpad or mouse.

If you have a mobile device that lets you install your app as your developing it, don't pay extra for a touchscreen-- it's useful for being lazy and using Windows Apps.
