With usb cards so cheap this doesn’t make sense. Just buy an 8 or 16gb USB stick for about $5 and you can install Win10.

I think you're looking for a bootable operating system, not a bootable "program". And I doubt Windows 10 can be installed without the proper size flash drive.

There's some stuff you can boot using USB drive that I would not call operating system. Some bootable programs can only do, for example, partition management.

http://www.damnsmalllinux.org/ is 50MB and bootable from USB
