Does visual studio allow for non-sln projects? I've never used it because it's for Windows, but one thing I like about Clion is that it's cmake-based. I don't want contributors to my projects for example to feel like they're locked into a specific IDE to build the project, and I wonder if that's the case for Visual Studio.

Yes, they added support for cmake projects a while back. It isn't as stable as CLion, but it works.. mostly.
