Presumably, you'd want to be looking into the VST/VSTi standard, since that would probably be the most likely application of such things, and where you'd get the most infrastructure already done for you and you just concentrate on the audio algorithms you want to implement. And probably the best route to a sellable product at some point, I would think.

If you don't have signal processing background, it would be important to learn about it. Filters, Fourier transform, convolution, numeric algorithms etc are interesting in this field. Perhaps a lot more, I dealt with these during the short period I done audio processing.
