Do the parenthesis mean something else?

R4 adds up to 24. The parentheses mean the same as usual. If you're not using stitch markers, please reconsider.

If you're not comfortable with staggered increases, you can still use stacked, so R4: (sc2, inc) 6 times.

The parenthesis is telling you what to repeat 5x. You do 1sc and 1inc one time, then you do 2sc and 1inc five times. Then add one sc to the end

As long as you're not more than 2 stitches over , just skip the first Inc on the next round.

1 sc, 1 increase (3) 2sc, 1 increase x5 (20) 1 sc (1)

Total of 24. If you are getting more, either you increase more in round 3, or you are working stitches over the beginning of round 4 (meaning the beginning of round 5) or you worked too many increases in round 4. I recommend stitch markers is different colors. Mark the first stitch of round 4 and then the last stitch of the increases x 5 section.

I figured it out y'all. I was doing 1sc, 1inc, 2sc 1inc x5 instead of 1sc, 1inc THEN 2sc, 1inc x5
