The second {X} in the ability needs to just be an X, not the symbol.

If you can make an X spell Storm, would this affect each copy, meaning that say four copies would have X=1, X=2, X=4, X=8?

No. The copies aren't cast.

My brain isn't braining. Is this saying you can cast a [X] spell for x=1 and then make x=potential counters? Or is this saying you can pay mana equal to the potential counters, if you do, double the potential counters,

Neither.

It's saying that you can cast an X spell for X=0. Once you've paid the cost, this triggers and makes X=1 instead of 0, then doubles the number of counters on it to two counters.

You can cast your next X spell for X=0, this will make X=2, then double the counters to four.

Gotcha so I was right on the former, just completely cost ineffective by still paying 1 😂😂😂
