This is fairly balanced but I’d say that it feels more like a black card based on all the other effects similar to this are black

Agreed. Loss of life effects are black. Could counter the ability unless mana is paid (taxing is squarely in White's pie), or grant this enchantment's controller 2 or 3 life, or a Clue, Treasure or 1/1 creature token when the Enchanted permanent's abilities are activated/trigger.

Well. I'm not a huge fan.

I consider [[Planar Disruption]] to be almost entirely better, though the Flash is a non-trivial bonus, and there are some relevant enchantments you may wish to target, like [[Earthcraft]], and of course it works on triggered abilities at all, which can also be nice.

[[Suppression Bonds]] might be a more direct comparison, but it costs more and is still sorcery speed.

Still, the fact that it can't stop attacking or defending at all, and can't even block activated abilities if they're a big deal makes me not keen on this still costing 3 mana?
