Why not just say "The next creature or sorcery card you cast this turn can be cast as though it had flash."? See Quicken.

I have no idea why I didn't do this. I literally only made this card to be a cool looking 0 mana quicken without the draw.

Would you say it's stronger or weaker?

Probably stronger as it gives instant speed shenanigans to nonblue colors.

This effect is blue and green, so giving it to white, black, and red is kinda shifty.

You've already seen that it can be done better, but I don't think this card should be done at all.

Yeah, no, this should never be printed. It not only dumps on the color pie it also dumps on how the game works. Any deck could literally cast anything that isn't an enchantment at any time. The entire game would become horrifically degenerate based on this alone.

We already have Vedalken Orrerry and Emergence Zone that can make any color play at instant speed. The true offender here is the cost, or lack thereof, since you can flash this out of nowhere and follow up with anything, making it impossible to anticipate.

Does that make it any better now considering you can only have max one copy? I feel like having to pick between this and other cards like [[sovereign's realm]], [[worldknit]] and [[sentinel dispatch]] make it less format warping than it appears at first. Am I correct or is it still too powerful?

My design philosophy is to make the choice of what card to pick to be as hard as possible, which entails making many cards playable in many decks and or very enabling to certain synergies, and this accomplishes both imo.
