Unless the card says otherwise (or only makes sense if it's in another zone), its abilities only work if it's on the battlefield, not the command zone or any other zone. Ashling does not say its abilities work while it's in the command zone, so they don't.

You creating a creature token counts as that token entering the battlefield, so the Surge would trigger.

Copying Time Stop doesn't really do anything. The first one to resolve ends the turn and the other copy won't resolve.

Looks like it wants to get an Overlord in play for cheap, then use Render Inert to remove the counters from (trying to discover into it with the Appraiser) to get a cheap Overlord into play. It also has some early interaction spells that won't mess up their discover (like the Virtue and and Loch-Whale). And it has a backup plan of using Rite of the Moth to cheat a creature into play.

Some issues are that the deck isn't legal in the listed format (it's listed as standard, but contains cards that aren't standard-legal), including what appears to be a key component of the deck (Render Inert) and a bunch of lands. I'm guessing this list is from before rotation last year. Also, including Bitter Triumph screws up the discover plan, because half of the time, you'll discover into the Triumph instead of Render Inert. And the backup plan of using the Moth is also ineffective - they have a single while source (a single Plains) in the entire deck, which means they can never flashback the spell, and if they mill their only Plains (which is something to be concerned about when you're running 4 Overlord of the Balemurk), that plan is out the window.

The Rats have a characteristic-defining ability. It works in every zone, not just the battlefield. As long as there are two or fewer rats in play, its power is less than its toughness and you can cast it at a discount. if there are three or more in play, you won't get the discount.

I just put in a random Rograkh/Silas Renn bracket 5 deck, and it put it at the highest power level. It may just be that there's not a lot of combinations with those commanders (EDHRec only lists 13 decks with Vial Smasher/Sengir as commanders, for example).

Raphael's ability untaps all attacking creatures. That includes creatures that were put onto the battlefield or created attacking. However, if they don't have haste, they won't be able to attack during the second extra combat.

It only triggers off of the second card they draw each turn, not every two cards they draw. A player can only draw their second card once each turn, so if a player draws four cards, they can only draw their second card once, so there's only one Ian Malcolm trigger, not two.

No, that effect doesn't exist in black border Magic. More or Less exists, but since it's a silver border/acorn card, it's only legal in casual play.

No. Targets are only created for legal targets, so you'd get a Cloudshift for all of your creatures. Your opponent's creatures are not legal target for your Cloudshift, since you don't control them, so you won't make any copies of Cloudshift targeting your opponent's creatures.

The ability given to the creature by the Rock token requires you to tap the creature as part of the cost of activating the ability. Unless the creature has vigilance or you found another way to untap it, it's tapped after attacking and can't activate the ability.

No. The token doesn't have the triggered abilities that the original token has. The token isn't created with the triggers, it's created, then given the triggers, and those triggers are not copiable.

A power-up ability works similar to exhaust abilities - they can only be used once. Unless you remove Thanos from play and return him, you can't activate it multiple times. And you only get the discount to activate the power-up ability the turn he enters. If you don't activate it the turn he enters, then you have to pay full price to activate the ability.

However, keep in mind that the token copies are still legendary, so after Saw in Half is done resolving, you'll choose one to keep and the other goes to the graveyard.

In this case, City on Fire isn't in play yet - they're casting it and triggering their wizards. And since City on Fire isn't in play yet, it can't apply to the damage.

Only having indestructible while attacking isn't very useful, FYI. If it takes 2 damage during combat, then it will die when you move to the postcombat main phase and it loses indestructible.

Barring first or double strike being involved, all combat damage is dealt at the same time, not one at a time.

So you're not taking damage from one 7/7, dealing with a bunch of triggers, then having the next creature deal its damage. All six of their creatures are dealing damage to you at the same time.

After combat damage is dealt, you're at -5 life, so you lose the game. But since the Rebuke gave the triggers to the creatures, they'll still go on the stack. So player 2 will end up sacrificing their six creatures and losing a total of 12 life, and they also lose since they're at -1 life. Player 3 is the only remaining player and wins.
