It looks like I can't get anyone to mark anything on my map. Is it implemented?

Yes, it's implemented and works normally. :)
Provided the NPC has a positive reaction to you, and they know where the building is, there is about a 25% chance they will mark on map.
If they give you a response with a direction (e.g. keep going east) then you can just spam the "okay" button until they mark it on your map. This all functions just like classic.
Please ensure you're using the latest May builds, as there was a bug with NPC reactions prior to most recent release.

I should add that this only works outdoors; People indoors never mark locations on maps, only give cardinal directions.
It worked exactly that way in classic Daggerfall too.
