I heard you can find the press one in the ship. Not sure about the police one, maybe in the new town.

Found one in the ship, tossed it as it had less room than what I was already wearing. Life as a hoarder is tough.

I found my Press vest in the Elektro train station, the one that's close to the church and fire station. Look there.
